After spending a few hours in “Tides of Tomorrow”, you’ll arrive at the Main Outpost. There, you’ll meet Kass and learn about the severe Ozen shortage. The outpost is filled with people desperately in need of Ozen, but there’s not enough to go around.
Deciding who receives Ozen and who doesn’t is a tough decision. Unfortunately, that’s exactly what you’ll have to do at this stage, as most of the mission revolves around choosing who to give Ozen to. Below, you’ll find all the options and the consequences of giving Ozen to these individuals.
Talk to Kass and Obin
When you first enter the area, the Marauder Guard will comment on the actions of the last Tide Walker, but will let you pass regardless of your predecessor’s behavior. You need to get past him and head to Kass and Obin, who are arguing under the large “Ozen” sign.
Listen to their conversation and chime in where possible. Then Obin will leave, and you’ll have to explore the area and talk to Kass while she fills you in on the situation.
Your responses at this point don’t have a significant impact. You simply need to agree to help.
Who should receive Ozen?
At the end of your talk with Kass, she takes your Ozen for safekeeping and gives you another vial to distribute to people at the Main Outpost.

This is the first of three vials she will provide, and you’re free to choose who gets them. Here are your options:
| Marauder Guard
The guard stands by the mesh fence next to Kass. He’s the one without a helmet, with plastic on his face. If you give him a vial, it will upset some of the Reclaimers. |
Head of the Algae Farm
Near the closed Ozen stall (where Obin and Kass were earlier) stands the head of the algae farm. You can hand Ozen to her for her workers. However, it seems she will keep it for herself. Moreover, she is a Marauder, so Reclaimers disapprove if you give her Ozen. |
| Algae Farm Worker
If you ask the head of the algae farm for a tour, she’ll let you inside. There you’ll find a worker with a pole by the water. If he has already received some Ozen, he’ll lie and say he hasn’t. Despite that, giving him the vial is a popular choice among Reclaimers. |
Beggar
In the central area of the Main Outpost, a Beggar will approach you and ask for Ozen for his sick daughter. If the previous Walker gave him a vial and you point that out, he’ll say he has two sick daughters. He appears to be lying about what he’ll use the Ozen for. Nevertheless, he is a Reclaimer, so they approve if you give him more Ozen. |
| Chess Players
On the second level, you can find two siblings playing chess. Giving them Ozen isn’t straightforward. They will only accept it if you have a vial for each of them. However, Kass hands out only one vial at a time, so you’ll need to find another one, most likely in the mutual-aid box in the kitchen one floor up. They are Reclaimers, so people don’t mind if you give Ozen to them. |
Trader
Also on the second floor, directly above the closed Ozen stall, you can find a trader who deals in Ozen. You may sell her Ozen or give it away for free. Since she will resell it to people at a high markup, Reclaimers disapprove if she receives Ozen. |
| Manford
To reach Manford, you must first talk to Zabby, who works in the third-floor kitchen. She’ll tell you about her friend Manford, and you can promise to visit him. After that, she’ll give you the key to his room. Leave the kitchen and go up the stairs to get to him. You’ll find him inside. Giving him an Ozen vial will please the Reclaimers. |
Jenkins
Near where Kass is standing, you can find a staircase. Go up it and enter the building to see Jenkins sitting on the floor. He’s upset because his Ozen was taken away. You can give him another one. However, when the next Tide Walker arrives, he’ll see Jenkins being robbed again. Even so, he is still a Reclaimer, so giving him Ozen remains a popular choice. |
| Self
When you have one of the Ozen vials in hand, you can simply consume it yourself. Naturally, this won’t improve your standing with the Reclaimers. |
Some of these options may be unavailable if a previous Tide Walker has already given Ozen to those people.
If you give at least two Ozen vials to individuals approved by the Reclaimers, you will earn their trust, and in the future, they will treat Tide Walkers more favorably.
Conversation with Kass
After distributing all the Ozen, you need to return to Kass. However, a crowd blocks the way. Fortunately, on the third floor, outside the kitchen, there is a zipline. It will take you straight to her.

Even if you’ve pleased the Reclaimers by giving Ozen to those they approve, they are still angry at Kass. The crowd starts to press on her, and she reaches for a gun. You can stop her or do nothing.
If you stop her, this greatly raises your “For Humanity” trait. If you do nothing, nothing terrible happens—she simply fires into the air.
At the end of the level, you have a private conversation with Kass. During the talk, she returns your Ozen and gives you another vial.
After this interaction, the level ends.
